how does this affect game performance? my pc is running a mere 1.6 ghz processor with 2gb ram...i really want better graphics tho!

i play game 1280*720, high quality, 3k view rage

it seems my pc enough for game but still in city, game gets slow, is it couse of game engine? or should i make lower the details?

its just the way the game was made, im running a amd 2.1 dual clocked to a 2.44, running 1gb ocz ddr 800 ram, running a ati radeon 9550ge
